That's a nice feature! Koha doesn't have any way to do this as far as I know.
Unfortunately, that does not tell me by what criteria Koha decides a library is unable to fill the hold with that library's eligible item.
I assume it's things like: checked out, lost, not for loan, etc.
We have a lost option specifically for items we couldn't find on the shelf, and our workflow is to mark items with that lost status if we haven't found the item after at least two tries. That allows the hold to move on to the next person.
Getting this feature added to Koha would make that workflow smoother: "Add ability to mark an item ‘Lost’ from ‘Holds Queue List" https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=23312
