Change default encoding for OPAC

      I am in the process of changing the default code for user interface.  However, I couldn't seem to find the line with charset=8859-1 even if i open the path indicated by the page source.

e.g. under opac-search pl i see the following code

But if i go to the file and try to edit the code, the first few lines are not the same.  I couldn't find the charset through the whole file.
