They're letters that identify a library. Library of Congress is DLC, National Library of Medicine is DNLM, my library is DWHC. MARC tag 003 is used to identify which library assigned the contents of the 001 tag. They're also used in the 040 field to identify who did the original cataloging, who modified it, and a few other things.
