Kyle, Sorry for jumping in late here. For what it is worth, I am one of the advocates for not having the "All Libraries" be the default in most places. With that said, there are a couple ways I would approach a resolution with something of this nature. First, I would put another dreaded preference to control this behavior. As some multi-branch or single library systems may prefer only dealing with the "All Libraries" settings, and other do not, it would be great to have the ability to switch this behavior. Second, I would make the "All Libraries" settings stand out from the individual libraries. For example, if "All Libraries" is selected in the notices, perhaps the font or the dropdown box changes color to red or yellow on the main and editing pages. It should be more obvious than a couple of words on the page. Hope this helps. Examples of this are the circulation rules, slips and notices, overdue status triggers, etc. Some librarians would like the default view to be the library's rules, rather than the "all libraries" rules. The idea being that this would stop librarians from editing the "all libraries" rules by accident. This appeals to me! The current behavior would not be that much of a problem if the interface had some kind of visual cue to warn the user that he/she is about to edit the rules for *all* libraries. To me that would even be enough since it solves the problem of accidental editing and doesn’t increase complexity. It’s still possible to make a case for consortia use where you further want to decrease the risk of accidental editing of course. Kind regards/Viktor Sarge
