The second option looks much cleaner, but doesn't answer the question I had when I viewed the first option: Who is "the library" in the statement "Message from the library"?
I suppose "the library" in this case refers to the organization of which each separate library is a branch. Should it say "Message from the libraries?" With the new messaging system each message IS labeled with the name of the library that posted it. I like it - and I agree - but if you remove the old notes - I recommend making it so that you can add patron notes from other patron pages - not just the checking out page.
