We do not have RDA toolkit, but according to OCLC <https://www.oclc.org/bibformats/en/0xx/020.html>, hyphens are disregarded. Personally, I prefer not to include hyphens. Based on experience, patrons who searches for ISBN do not use hyphens. Is it searchable if the patron search without hyphens and the ISBNs encoded have hyphens? No hyphens in RDA RDA 2.15.1.4 The ISBN is a 10- or 13-digit number recorded in the MARC 020 field, ‡a, with both indicators blank. Do not include hyphens or the “ISBN” preceding the number. Qualifying information is recorded in ‡q ((e.g. (set) or (disc#). Sent from my iPhone
