We noticed that one... All you need is a 0 byte file.

$ su koha (or whatever your Koha user name is) $ touch /usr/share/koha/opac/htdocs/opac-tmpl/bootstrap/css/colors.css verify permissions / chmod it to 644

Did you follow the suggestion you got a few days ago?
