VirtualBox (https://virtualbox.org) and VMware ( https://www.vmware.com/products/workstation-player.html) will let you run any Windows or Linux operating system as a guest under any Windows, Linux, or (with a different download, https://www.vmware.com/products/fusion/fusion-evaluation.html) Mac host, natively installed operating system.
More specifically, it will let you run Debian under AlmaLinux, and VirtualBox will do it without a paid license.
(I am running Debian under VirtualBox on Windows 10 because my manufacturer did something silly about UEFI and Safe Boot.)
Unless you have been forbidden to run Koha on a guest operating system, I would encourage you to explore running Koha on Debian on a virtual machine hosted under AlmaLinux (or some other host operating system).

Koha work is mainly done in Debian -based platforms. AlmaLinux is RedHat -based. It should still be possible to make it work, but it is not going to be as easy or simple.
Your best option might be a container (Docker) installation, which can help smooth over some of the dependency and platform differences. But even then I would not expect to be successful unless I really knew linux well.
