I used apt-get rather than apt: apt-get update apt-get upgrade apt-get install koha-common That is what worked for me on Debian 9. It may be superstition but I do not trust apt without the get! The following information may help to resolve the situation:
The following packages have unmet dependencies: koha-common : Depends: libnet-oauth2-authorizationserver-perl but it is not going to be installed E: Unable to correct problems, you have held broken packages.
When I try normal method; any of: apt upgrade apt full-upgrade apt-get upgrade apt-get dist-upgrade ; general packages can't be upgraded without uninstalling koha-common

Hi, The same error reported for me on L-Ubuntu 16.04 Desktop today. I have changed stable to oldstable (ie, 17.11) in /etc/apt/sources.list.d/koha.list and this works for installing koha-common successfuly.
