Each 6 months, a new version of Koha (3.4, 3.6, 3.8, 3.10...) released. And then, people will support more to make update once a month (for example 3.x.x). There are lot of problems with update& upgrade Koha earch version. Koha 3.6 was old-stable, but it is still supported, for someone who does not want to upgrade to Koha 3.8. Now koha 3.8 is stable version and 3.10 is new freeze version. Of course 3.10 has lots of bug fixed, better features, but has some new error, too. So if you did work with Koha before, i encourage you to use 3.10 (now newest is 3.10.2) and if not, use 3.8.9 is much easier.
