Do you plan to use Koha OAI server? This is the only Koha part using HTTP::OAI module. If you don't, skip this module installation. -- Frédéric

For what it's worth, I'm getting the same errors that you are having, when installing "HTTP::OAI" version 3.21 from CPAN.
