[Koha] Windows install for Koha 3

Unfortunately, work on a Windows port of Koha 3 is stalled at the moment.
The present state of the work may be read about here:

Hopefully it will eventually be picked back up or further work sponsored.

Until then, the Koha 2.9 port is all that is available for the Windows
platform.
