Make sure you have set no values for the default library in tools > notice triggers.<BR>
Default library is broken, define notice triggers for the specific libary instead.<BR>

I am having the same issue with my setup. I have mailx installed to send<BR>
mail and it is working; I get a fines report email and an advance notice<BR>
email, but no overdue notices.<BR>
