[Koha] Missing files in default-framework?

The default template doesn't have the plugin template. This is pretty
simple to fix. Just get your systems administrator to copy everything
in intranet/htdocs/intranet-tmpl/npl/en/value_builder/ to 
intranet/htdocs/intranet-tmpl/default/en/value_builder/

I'll make sure this gets fixed in the next release, thanks for the
report!
